When used right, you can make an enemy weaker and yourself stronger. It changes the health of all living players in a way that all teams have equal (or almost equal) health.
This works this way:
It takes the total health of all players, divides it by the number of remaining teams, then you have the health of each team. Then for each team the team health is divided by the number of remaining team members and you have the health for each team member.
The screenshots shows an example with 2 teams to show how this works:
Die Gestoerten has 4 team members, 100 HP each.
Trash Team has 1 team member with 50 HP.
Trash from Trash Team uses the Scales of Justicia. What happens to the health now?
Step 1: Add up all HP
100+100+100+100+50 = 450
Step 2: Divide by number of teams
450:2 = 225
Step 3: Divide team health by number of team members for each team
Die Gestoerten: 225:4 = 56.25
Trash Team: 225:1 = 225
Step 4: round all values
Die Gestoerten now has 56 HP for each member.
Trash from Trash Team now has 225 HP.
Conclusion
As you see in the screenshots, Trash has won 175 HP and all guys from Die Gestoerten lost 44 HP. Although the team health of both teams is (almost due to rounding error) equal now, this weapon dramatically changed the situation.
Because this one can be very dangerous, I suggest 0 start ammo and start round 2.
